Low Income Energy Assistance Program
The Low Income Home Energy Assistance Program (LIHEAP) was created in 1981, is a United States federal social services program through the United States Department of Health and Human Services (HHS), and is funded annually through Congressional appropriations.
LIHEAP also funds Energy Crisis Funding (ECF), which services individuals who are experiencing heating related crises. ECF provides assistance to low-income households that are in a crisis situation. Examples include a household that has received a service termination for faulty or damaged equipment by their utility company or an energy related crisis creating a life-threatening emergency within the applicant’s household.
